Dubai Private Schools Guidelines Aim to Elevate Teacher Quality and Safeguarding

Dubai’s Knowledge and Human Development Authority (KHDA) has launched new Dubai private schools guidelines to strengthen recruitment, staff accountability, and student safeguarding. The updated Technical Guide for Appointing Teaching Staff in Private Schools and the Staff Deregistration Technical Guide aim to ensure that educators meet consistent, high standards while supporting student wellbeing.

KHDA’s new guidelines reinforce the Education 33 (E33) Strategy, particularly its Doing Great, FlexiReg Framework, and All Rise initiatives, placing student experience and teacher excellence at the heart of Dubai’s private education sector.

Dr Amna Almaazmi, CEO of Growth and Human Development at KHDA, said the guidelines focus on empowering educators, creating stable school environments, and safeguarding students while reinforcing Dubai’s reputation as a global education hub.

Key Features of the Appointment Guide for Private Schools

The Technical Guide for Appointing Teaching Staff in Private Schools in Dubai introduces standardized rules to improve teacher quality and reduce mid-year turnover. Key measures include:

  • Qualification Standards: All new teachers must meet KHDA-approved qualifications, including Arabic and Islamic Studies teachers. Existing staff must comply by September 2028, or April 2029 for schools starting in April.
  • Mandatory Appointment Notices: Schools must apply for an Appointment Notice for each teacher and leader. The notice replaces the previous Appointment Letter and must be renewed if staff move between schools.
  • 90-Day Rule for Mid-Term Resignations: Teachers leaving mid-term must wait 90 days before joining another private school, except if they complete the academic term.
  • Exit Surveys: Departing staff must complete a KHDA Exit Survey to help identify turnover trends and improve school management.
  • Induction Training and Code of Conduct: All educators must complete training on safeguarding, inclusion, UAE values, and ethics before starting a role. They must also sign a Code of Conduct.

Staff Deregistration Guide Ensures Accountability

The Staff Deregistration Technical Guide explains how schools should act on serious misconduct or repeated professional violations. Deregistration bars individuals from any KHDA-regulated education role in Dubai.

Grounds for deregistration include:

  • Criminal convictions or child protection breaches
  • Gross professional misconduct
  • Severe or repeated unprofessional behavior, dishonesty, or cultural insensitivity

Regular ethics, safeguarding, and conduct training is mandatory to maintain safe and inclusive learning environments.
